Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following members present. Carnine, Bargar, Fineran, Rupert and Cates.

Motion by Council Member Rupert to approve the agenda, second by Council member Fineran. On a unanimous vote motion carried.

Motion by Council Member Carnine to approve the consent agenda, second by Council Member Bargar. On a unanimous vote motion carried.

City Council reviewed the West Access Project request for federal money for FY2010. There is a 2-year period for the request to be considered.

Motion by Council Member Cates to change the next City Council meeting to Tuesday, February 17th, beginning at 5:15 p.m., second by Council Member Rupert. On a unanimous vote motion carried.

The City Council reviewed preliminary bids for health insurance benefits and asked the City Clerk to review two bids in more detail.

Motion by Rupert to send a copy of the City Code of Ordinances to Iowa Codification Services to get a firm price on codification, second by Council Member Cates. On a unanimous vote motion carried.

Motion by Council Member Bargar to adjourn the meeting, second by Council Member Fineran.

Meeting adjourned at 6:25 p.m.
