Ida Grove, Iowa

The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:30 p.m. Mayor Dennis R. Ernst presiding. Councilmembers present: William Carnine, Paul Bargar, James Weary, Craig Rupert. Councilmembers absent: Paul Cates. Guests in attendance: Peg Peters, Ryan Henningsen, Barbara Henningsen.The following items were added to the agenda for discussion only: Ordinance regarding Council attendance, Hewitt zoning or Special Use Request, and attendance of city crew member at Council meetings.

Moved to approve the agenda as amended.

Approved unanimously.


The City Clerk advised the hearing with Kim Jepsen is postponed until the March 19 meeting. With mail delivery not being made due to the snowstorm, she had not received her notice letter.

The City Clerk did not receive the pay estimate and change order from Dixon Construction. The change order is for different wording, not in the amount.

Moved to approve the Consent Agenda with the Dixon Construction pay estimate and change order removed.

Approved unanimously.


Discussion was held regarding the Ordinance Restricting the Number of Animals at Properties in Ida Grove.

Councilman Rupert voiced concern with the 10 week clause for maintaining young with the parent animals. It was suggested to change the period to 12 weeks. It was moved by Councilman Rupert, seconded by Councilman Bargar to change the time period to 12 weeks to be maintained with the parent animals.

Approved unanimously.


Councilman Bargar moved the approval of Ordinance Number 510 on its first reading and that the procedural requirement as set forth in Section 380.3 Code of Iowa, be suspended as provided for in that section and the ordinance be placed on its second and third reading by title, seconded by Councilman Weary.

Approved unanimously.


Councilman Rupert introduced Resolution Number 2007-07, which is entitled, A Resolution adopting an ordinance restricting the number of animals at properties in Ida Grove and moved its adoption. Councilman Weary seconded the motion to adopt. Whereupon the Mayor put the question and the vote was:

Discussion was held on approving the Resolution for the Ida County Comprehensive Plan for Ida County Landfill.

Moved to accept Resolution 2007-08, the Ida County Comprehensive Plan.

Approved unanimously.


Resolution Number 2007-08 is a Resolution Approving the Ida County Comprehensive Plan Update. Resolution Number 2007-08 is on file at the City Clerk’s office.

The Council discussed the Ordinance regarding Council attendance.

The Council requested Attorney Boerner to revise the proposed Ordinance to state excused absences would include funerals, personal and family illnesses, and out of town business trips. Other absences would be at the discretion of the Council. The proposed ordinance will be included on the next agenda.

Discussion was held on Hewitt’s request for rezoning or special use for property in city limits. General consensus was that it would be better to consider a special use permit rather than do a rezoning. Attorney Laurel Boerner will check the City Code to determine if the amendment to the special use permit would need to be approved by the Planning & Zoning Committee or the Board of Adjustment first.

Moved to adjourn subject to the call of the Mayor.
