Ida Grove, Iowa

The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:00 p.m. Mayor Dennis Ernst presiding. Councilmembers present: William Carnine, Paul Bargar, Robert Fineran, Craig Rupert, and Paul Cates. Council members absent: None. Guests in attendance: Gerrod Sholty, Josephine Huffman, Dennis Perry, Rita Frahm, and Mike Thornhill.

Moved to approve the agenda as presented.

Approved unanimously.


Moved to accept an insurance dividend check in the amount of $6,759.

Approved unanimously.


Dennis Perry appeared before the City Council representing Ida County Economic Development. The Main goal of ICEDC is to make existing businesses solid, solvent, glad to be in Ida County, and aware of programs available. The ICEDC short- term goal is to assist existing businesses. ICEDC is requesting each city of Ida County to commit to annual support of $2.00 per capita. This amounts to $4,700.00 for Ida Grove.

Moved to approve supporting ICEDC at the level of $2.00 per capita every year.

Approved unanimously.


Rita Frahm explained what is taking place with an Enterprise Zone. They wanted to know if the City of Ida Grove had any concerns with the relocation. The City Council advised they have no problems with the relocation.

Mayor Ernst presented the Consent Agenda which includes approval of minutes, Clerk’s Report, claims, pay request from Snyder and Associates for West Access in the amount of $12,185.97, and liquor license renewals for Hillside Pub and Ida Grove Golf and Country Club.

Moved to approve the consent agenda.

Approved unanimously.


The City Clerk presented the bids for Park Lane Extension. Mayor Ernst opened the following bids:
Lundell Construction for $53,182.00, Lukins Construction for $53,373.00, Michaelson Construction for $49,832.00, and West Central Construction for $44,893.00.

Moved to accept the bid from West Central Construction for $44,893.00 for the Park Lane Extension Project.

Approved unanimously.


The City Clerk presented the complaint form for sidewalk snow removal. The City Clerk was directed to add “Date of Snow” to the form. Discussion was held regarding the fine for not removing snow from the sidewalks. The time period to be covered for accumulating violations shall be per snow season and the fine shall apply per residence. The City Council requested a draft of the resolution be drawn up for review before official action is taken.


Mayor Ernst opened the Public Hearing for the 2008-2009 Budget. No one was present for the public hearing. Mayor Ernst called for a motion to close the Public Hearing for the 2008-2009 Budget.

Moved to close the public hearing for the 2008-2009 Budget.

Approved unanimously.


Mayor Ernst presented Resolution #2008-03 which is the 2008-2009 Budget for approval.

Moved to approve Resolution 2008-03.

Approved unanimously.


Mayor Ernst presented the subject of the drainage ditch along 7th Street on the west edge of town. The ditch had been cleaned out a few years ago and is full again. Councilman Bargar informed the City Council he had visited with the County regarding the County and the City working together on the ditch. The City Council tabled the subject.


Mayor Ernst introduced the subject of summer mowing. Mayor Ernst questioned the City Council if they want to consider contracting for summer mowing. Bids would be put out for the mowing stipulating the contractor’s equipment is to be used. The summer mower subject was tabled. The Building and Property Committee are to meet to determine the best process for having summer mowing done.


Moved to hold the next City Council meeting on Monday, March 24, 2008 at 6:00 p.m.

Approved unanimously.


The City Clerk presented the subject of Iowa Great Places forums being held. The City Council directed the City Clerk to pass on the forums for 2008.


Moved to make a donation to the Ida Grove After Prom party of the same amount given in fiscal year 2006-2007.

Approved unanimously.


The City Clerk presented a survey sent by the Iowa Electrical Examining Board regarding inspections. The City Council directed the City Clerk to find out if we decide to hire an inspector, can we get out of the program with State inspectors.

Moved to adjourn subject to the call of the Mayor.

Approved unanimously.
