The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:30 p.m. Mayor Dennis R. Ernst presiding. Councilmembers present: William Carnine, Paul Bargar, James Weary, Craig Rupert, Paul Cates. Councilmembers absent: None. Guests in attendance: Lee Seibert, Brad Purgett, Jon Lageschulte, Josephine Huffman, Gailen Wessel. The following items were added to the agenda: Resolution for Urban Revitalization.
Moved to approve the agenda as amended.
Approved unanimously.
Spotts Brothers for High View Addition decided not to appear.
Jon Lageschulte, reporting for the RAGBRAI Committee, gave an update on the plans they would like to see implemented for Harold Godbersen Park. The plans include installing a 4-sided clock, adding retaining walls, and making the park one grade level. If budget allows, they would like to put in a gazebo and a planter around the base of the clock. The RAGBRAI Committee feels this is a way to return the profits from hosting RAGBRAI to the City of Ida Grove. Current owner of the park is the Leone Godbersen Estate.
Lee Seibert was present from Mid Country Machinery of Fort Dodge to present information and a bid on a 2007 New Holland payloader. The cash price bid was $83,300.00. Trade in bid was $68,300.00.
A bid was received from Road Machinery & Supplies Co. of Sioux City for a 2005 Komatsu payloader with 200 hours on it. The cash price bid was $70,500.00. Trade in bid was $55,500.00 with the cost of repairs for our current payloader being waived. A trade in bid for a new payloader was $65,300.00.
Moved to purchase the used 2005 Kimatsu payloader with trade in.
Approved unanimously.
A short discussion took place concerning High View Addition. Mayor Ernst suggested the possibility of going with a rebate program for development of the addition as an alternative. When Spotts Brothers request being on the agenda, we will request Tom Simmering to attend and explain the implications of the different tax programs. Further discussion was tabled until Spotts Brothers are ready to be on the agenda.
Attorney Laurel Boerner provided proposed wording change for Special Use Permits to encompass use of buildings for storage in residential areas. Moved to forward the proposed change to the Board of Adjustment for review.
Approved unanimously.
City Clerk advised that the landowners along the south side of Second Street between Taylor Street and Quimby Street would like to replace their sidewalks this spring and have the curb and gutter work coincide with it. Moved to obtain bids for the curb and gutter work along the south side only.
Approved unanimously.
Discussion was held regarding the aerial photos being done by the State. It was decided to request Ed Sohm attend our next meeting.
No request was made by the public for a second hearing for the Urban Revitalization Plan. Councilman Weary introduced Resolution Number 2007-10, which is entitled, A Resolution Adopting the Proposed Plan for the Hillcrest and West View Urban Revitalization Area, and Ordinance Number 511, which is entitled An Ordinance Designating an Area of Ida Grove, Iowa, as the Hillcrest and West View Urban Revitalization Area, and moved the approval on its first reading and that the procedural requirement as set forth in Section 380.3 Code of Iowa, be suspended as provided for in that section and the ordinance be placed on its second and third reading by title, seconded by Councilman Barger.

Resolution Number 2007-10 is a resolution adopting the proposed plan for the Hillcrest and West View Urban Revitalization Area. Resolution Number 2007-10 is on file at City Hall.
Ordinance Number 511 is an ordinance designating an area of Ida Grove, Iowa, as the Hillcrest and West View Urban Revitalization Area. Ordinance Number 511 is on file at City Hall.
The City Clerk presented the proposal for Hunzelman, Putzier & Co. providing accounting services for 2007, 2008, and 2009. It was decided to table action on this to allow for review of previous charges.
Discussion was held regarding changing the starting time for council meetings for the summer months. It was moved by Councilman Carnine seconded by Councilman Weary to have the council meetings start at 6:00 P.M. May 1, 2007 through August 31, 2007.
Ayes: William Carnine, Paul Bargar, James Weary, Paul Cates.
Nays: Craig Rupert.
Gailen Wessel recommended Josephine Huffman for the summer mower position. It was moved by Councilman Barger, seconded by Councilman Rupert to hire Josephine Huffman as the summer mower for the 2007 season at $8.25 an hour with the understanding if we have a dry summer, her services may not be needed regularly.
