Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following members present: Carnine, Bargar, Fineran, Rupert and Cates.
Motion by Council Member Carnine to approve the amended agenda that included mileage, the FEMA flood project, and the assisted living facility, second by Council Member Fineran. On a unanimous vote motion carried.
Motion by City Council Member Fineran to approve proceeding with both Hillcrest and Badger Creek lift station replacement and repairs, second by Council Member Carnine. On a unanimous vote motion carried.
Motion by Council Member Rupert to approve the change order on the Hillcrest and Badger Creek lift stations for Snyder and Associates to do the final design and bid documents, bid services and construction administration services totaling $28,000, second by Council Member Fineran. On a unanimous vote motion carried.
Motion by Council Member Carnine to barricade 2nd Street in the downtown area for the Antique Tractor Ride on June 13th, second by Council Member Bargar. On a unanimous vote motion carried.
Motion by Council Member Carnine to approve Blacktop Services bid for $173,727.91 for leveling, asphalt and sealing streets; leveling and sealing alleys with oil and chip seal; and crack sealing Ellen Street and the airport runway, second by Council Member Fineran. On a unanimous vote motion carried.
Motion by Council Member Cates to approve Densmore Concrete to replace 180 feet of curb and gutter behind Holmes Motors for $5,040, replace 6” limestone concrete for $2,984.35 in the alley by City Hall, second by Council Member Rupert. On a unanimous vote motion carried.
Motion by Council Member Carnine to approve the consent agenda, second by Council Member Bargar. On a unanimous vote motion carried.
City Council discussed the municipal infractions against the Pape Family Revocable Trust regarding the Baxter Hotel noting the civil penalty is now $23,750 per person and is on file with the Ida County District Court.
Mowing bids were reviewed for the summer mowing season that start April 27 to September 4, 2009, with a maximum 30 hours of mowing and trimming per week. Bids were as follows: Tim Pickle, $10.00 per hour; Dennis Bresnahan, $7-$8.00 per hour; Amos Leonard, $15.00 per hour; Stan Chisholm, $8.00 per hour; and Matt Gritten, $6.25 per hour. Motion by Council Member Carnine to approve Matt Gritten’s bid of $6.25 per hour and to include an outline of requirements for mowing and trimming, second by Council Member Bargar. On a unanimous vote motion carried.
Motion by Council Member Bargar to approve purchasing the hydrant diffuser and hose for $387.44 plus freight, second by Council Member Fineran. Call for votes. Yeas: Bargar, Fineran, Rupert and Cates. Nay: Carnine. Motion passed.
By general consensus the City Council approved a 90% tax abatement for 10-years on the assisted living facility project by the KC Companies. By general consensus the City Council approved providing water and sewer lines to the assisted living facility project by the KC Companies.
Motion by Council Member Bargar to adjourn, second by Council Member Fineran. On a unanimous vote motion carried.
