Ida Grove, Iowa

The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:00 p.m. Mayor Dennis Ernst presiding. Councilmembers present: William Carnine, Paul Bargar, Robert Fineran, Craig Rupert and Paul Cates. Council members absent: None. Guests in attendance: Lon Schluter, Beth Wolterman

Moved to approve the agenda as amended.

Approved unanimously.


Mayor Ernst presented the Consent Agenda that consists of approval of minutes, Clerk’s Report, financial reports and claims.

Moved to approve the consent agenda.

Approved unanimously.


Mayor Ernst presented the topic of summer mowing. Discussion was held regarding not mowing the flood control areas.


Councilman Rupert moved the approval of Ordinance Number 518, An Ordinance Imposing a Municipal Penalty for Failure to Remove Snow, Ice and Accumulations, on its first reading and that the procedural requirement as set forth in Section 380.3 Code of Iowa, be suspended as provided for in that section and the ordinance be placed on its second and third reading by title, seconded by Councilman Cates.

Ayes: William Carnine, Paul Bargar, Robert Fineran, Craig Rupert, Paul Cates.

Nays: None


Councilman Bargar introduced Resolution Number 2008-04, which is entitled Resolution Imposing a Civil Penalty for Violating the Ordinance on the Removal of Snow, Ice and Accumulations and moved its adoption. Councilman Rupert seconded the motion to adopt. Whereupon the Mayor put the question and the vote was:

Ayes: William Carnine, Paul Bargar, Robert Fineran, Craig Rupert, Paul Cates.

Nays: None

Councilman Carnine moved the approval of Ordinance Number 519, An Ordinance Requiring that Water Meters be Read in Alternate Months, on its first reading and that the procedural requirement as set forth in Section 380.3 Code of Iowa, be suspended as provided for in that section and the ordinance be placed on its second and third reading by title, seconded by Councilman Fineran

Ayes: William Carnine, Paul Bargar, Robert Fineran, Craig Rupert, Paul Cates.

Nays: None.


Councilman Fineran introduced Resolution Number 2008-05, which is entitled Resolution Requiring that Water Meters be Read in Alternate Months and moved its adoption. Councilman Bargar seconded the motion to adopt. Whereupon the Mayor put the question and the vote was:

Ayes: William Carnine, Paul Bargar, Robert Fineran, Craig Rupert, Paul Cates.

Nays: None

Councilman Bargar presented the subject of a “Moment of Silence” at the beginning of Council meetings. This will be added to the next meeting’s agenda.

Moved to adjourn subject to the call of the Mayor.
