Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following members present: Bargar, Carnine, Fineran, Cates and Rupert.

Motion by Council Member Carnine to approve the agenda, second by Council Member Rupert. On a unanimous vote motion carried.

Motion by Council Member Carnine to approve hiring the recommended list of applicants for the 2009 Outdoor Pool Season, second by Council Member Bargar. On a unanimous vote motion carried.

Motion by Council Member Rupert to approve the consent agenda, second by Council Member Bargar. On a unanimous vote motion carried.

Motion by Council Member Bargar to provide a 15-year TIF rebate agreement at 90/15 to any person or company building an assisted living facility with the understanding if the facility is sold the 90/15 TIF rebate is renegotiated, second by Council Member Cates. Call for votes: Ayes: Bargar, Cates and Fineran. Nays: Rupert and Carnine. Motion passed.

Motion by Council Member Fineran to approve City Departments to participate in Western Iowa Tech Community College Summer Youth Employment and Training Program, second by Council Member Rupert. On a unanimous vote motion carried.

Motion by Council Member Rupert to approve purchasing the DC Remote for $380, second by Council Member Cates. On a unanimous vote motion carried.

Motion by Council Member Fineran to approve applying for the State Revolving Loan Fund for Hillcrest and Badger Creek lift station upgrade and replacement, and for a new wastewater treatment process for water discharging, second by Council Member Carnine. On a unanimous vote motion carried.

Motion by Council Member Rupert to adjourn, second by Council Member Fineran. On a unanimous vote motion carried.
