Ida Grove, Iowa

The City Council of the City of Ida Grove met in regular session in the Council Chambers at 6:00 p.m. Mayor Pro Tem Paul Cates presiding. Councilmembers present: William Carnine, Robert Fineran, Paul Bargar, Craig Rupert and Paul Cates. Council members absent: Mayor Dennis Ernst. Guests in attendance: Sheriff Wade Harriman, Matt Salvatore, Gailen Wessel, Stephen & Joyce Sholty and Beth Wolterman.

Moved to approve the agenda as presented.

Approved unanimously.


Sheriff Wade Harriman had very little to report. He stated that the jail population is currently extremely heavy. He was questioned regarding the status of charges for the dog cruelty case. Sheriff Harriman replied it is still pending and the County Attorney could be contacted with questions.


Stephen and Joyce Sholty appeared before the City Council to present the contract for baling hay on City properties. A bid of five dollars ($5.00) per bale was presented. All areas are to be mowed two times. The City Council requested additional land be added for baling hay. Stephen and Joyce Sholty agreed to do the additional areas.

Moved to accept the contract presented by Stephen and Joyce Sholty for $5.00 a bale with the additional areas added for baling.

Approved unanimously.


Matt Salvatore appeared before the City Council to present his recommendations for summer pool employees.

Moved to accept Matt’s recommendation for pool employees and approved hiring them.

Approved unanimously.


Matt also presented information regarding the proposed outdoor pool improvements and made a formal request for City financial support. The estimated cost for purchase of the slide, construction, and engineering is $249,444.80. Estimated costs for the frog slide, shade umbrella, and bathhouse renovations are $34,659.20. Total estimated cost of Phase I is $300,000.00. Matt reported their goal is to cover the costs with one-third from grants, one-third from fundraising, and one-third from City support.

Moved to financially support the Phase I outdoor pool improvements in the amount of $100,000 paying one-third a year over a three-year period.

Approved unanimously.


Moved to approve the consent agenda as presented.

Mayor Pro Tem Cates opened the bids for contracting summer mowing. The bids were:
Matt Gritten for $600.00 a month for a maximum of 30 hours per week.
Ken Hilker for $7.50 per hour.
Chris Reed for $7.25 per hour.
Dennis Bresnahan for $7.00 to $8.00 per hour.

Moved to accept Matt Gritten’s bid for $600.00 a month with a maximum of 30 hours per week.

Approved unanimously.


Councilman Bargar presented the topic of having a moment of silence after calling the Council Meeting to order. Some discussion was held and it was stated this is legally acceptable by the Supreme Court.

Moved to have a moment of silence directly after a Council meeting is called to order.

Nays: Robert Fineran, Craig Rupert

Moved to adjourn subject to the call of the Mayor Pro Tem.
