Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following members present: Bargar, Carnine, Fineran, Rupert and Cates. Motion by Council Member Bargar to approve the amended agenda with the addition of putting in a new well with MTBE funds, second by Fineran. On a unanimous vote motion carried.

Mayor Ernst opened the public hearing to discuss adopting Ordinance 527 Prohibiting Vehicles From Crossing a Yellow Double Line. Comments were reviewed from concerned citizens who were in favor of the ordinance.

Mayor Ernst closed the public hearing on Ordinance 527. Motion by Carnine to approve Resolution Number 2009-7 adopting Ordinance 527 Prohibiting Vehicles From Crossing a Double Yellow Line, second by Council Member Fineran. On a unanimous vote motion carried.

Motion by Council Member Rupert to approve the consent agenda, second by Council Member Carnine. On a unanimous vote motion carried.

The City Council tabled Snyder and Associates contract to extend water and sewer service until the next meeting.

Motion by Council Member Rupert for the City to pay $25.00 for the first 20 households to sign-up to dispose household hazardous wastes, second by Council Member Fineran. On a unanimous vote motion carried.

Motion by Council Member Carnine to purchase the John Deere Z-777 mowers for $6,775 from United Bank of Iowa, second by Council Member Cates. On a unanimous vote motion carried.

Motion by Council Member Carnine to approve 2½% salary increases, second by Council Member Cates. Motion withdrawn. Motion by Council Member Fineran to approve a 2½% increase for staff and a 3½% increase for City Clerk Ball, second by Council Member Cates. Call for votes. Ayes: Fineran, Cates and Carnine. Nays: Bargar and Rupert. Motion carried.

The Council asked Schluter to gather information on digging well #7 deeper as that may solve the manganese permanganate issue, and to also get information for digging another well at the original test site.

Motion by Council Member Bargar to adjourn, second by Council Member Fineran. On a unanimous vote motion carried.

Meeting adjourned at 6:55 p.m.
