Ida Grove, Iowa

The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:00 p.m. Mayor Dennis Ernst presiding. Council members present: Paul Bargar, William Carnine, Paul Cates, Robert Fineran, Craig Rupert. Council members absent: None.
Guests in attendance: Wade Harriman, Don Wunschel, James Meier, Devlun Whiteing, John Jacobson, Darrell Wolf, Lon Schluter, and Beth Wolterman. Attorney Laurel Boerner was present.
Mayor Ernst asked for additions to the agenda. Councilman Bargar added fences, Councilman Cates - Godbersen Park watering system, Acting Clerk Pfleeger - Farmers Market, and Mayor Ernst - cats and alley entrance behind the funeral home.
Moved to approve the amended agenda.
Approved unanimously.
Sheriff Wade Harriman provided updates for the council in regards to the sheriff’s department.
Don Wunschel, James Meier, Devlun Whiteing, John Jacobson and Darrell Wolf representing the Ida Grove Fire Department Truck Committee gave a presentation of the fire department wanting to purchase a new Rescue Truck.
Moved to allow the Fire Department request to take bids and order a new Rescue Truck with the Fire Department using about $28,000.00 from fund-raisers/donations and to use $32,000.00 from the 91 Pump Truck Equipment Depreciation Fund and the remaining $100,000.00 from the Equipment Revolving Fund.
Approved unanimously.
The Fire Department will be bringing in the Bid Specifications for the City to send to three bidders in the near future.
Mayor Ernst presented the Consent Agenda consisting of Clerk’s Report, 2008/2009 Cigarette Permits and bid from Lukins Construction for $11,500.00 for Forrest Avenue Storm Sewer Replacement.
Moved to approve the consent agenda.
Approved unanimously.
Discussion was held on replacement for two board members for a three-year term on the Rec Center Board.
Moved to appoint Tracy Luke and Butch Ehrig to a three-year term on the Rec Board starting July 1, 2008.
Approved unanimously.
The Congregate Meal Program agreement for providing a space in the Community Hall for the Elderly Nutrition Project for the provision of meals 5 days per week, Monday through Friday was discussed.
Moved to sign the Facility Agreement Between Siouxland Aging Services, Inc. and City of Ida Grove to provide a space for the Elderly Nutrition Program for July 1, 2008 through June 30th, 2009.
Approved unanimously.
A letter from Attorneys Peter Goldsmith & Laurel Boerner in regards to reinstating the retainer for attendance at Council meetings, with some modifications was discussed. The Council instructed the Attorneys to contact IPERS and to get back to the Council about IPERS decision. The City Clerk is to check with League of Cities in regards to offering IPERS to the Attorneys.
Discussion was held in regards to individuals installing privacy fences.
After the Heritage Day’s Committee completed improvements at the Godbersen Park, the sprinkling system was damaged. Mayor Ernst volunteered to provide and operate a trench to put in a sprinkling system along with help from volunteers.
The Farmers Market requested to put up a sign to reserve the shelter house at the City Park during the summer months. The Clerk is to check on the Insurance Coverage and to draft up a lease for the Farmers Market to sign yearly.
Mayor Ernst reported several complaints in regards to cats.
Mayor Ernst reported on a complaint in regards to the entrance of the alley behind the Funeral Home on the west end. The Street Committee will add this to the street repairs after July 1st.
Moved to adjourn subject to the call of the Mayor.
