The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:30 p.m. Mayor Dennis R. Ernst presiding. Councilmembers present: William Carnine, Paul Bargar, James Weary, Rick Heeren, Tom Peterson. Councilmembers absent: None.Guests in attendance: Lon Schluter, Wade Harriman, Beth Wolterman.The following items were added to the agenda for discussion only: Dust Control on Alleys, Tree on Barnes Street, Writing Tickets on City Code, Building Permits.

Moved to approve the agenda as amended.

Approved unanimously.


Sheriff Wade Harriman presented the monthly Department Report. He provided a Revenue Report for Fiscal Year 2006. The Department has taken in more than budgeted and they are continuing to collect outstanding fees from individuals who have served jail time and are looking in to ways to file judgments against those individuals who don’t pay.

The Sheriff informed the Council they have hired Jeremy Strasser to replace Deputy Ron Rudsill who accepted a deputy position in Hancock County. They have hired two new dispatchers, Jackie Jessen and Amelia Luscombe.

They are going to have 125 more jailer hours per month in the next fiscal year. He is looking forward to seeing how this works and if it pleases the jail inspector.

Moved to approve the consent agenda as presented.

Jon Lageschulte, RAGBRAI® Committee Chairman, appeared before the Council and requested permission to drill thirty-two holes in the sidewalk on both sides of Second Street to put in tent stakes for the tent for the beer garden. There would also be sixteen larger holes in the street. This would be for a 60 by 120 foot tent. The other alternative would be forty-eight holes in the street for a 40 by 180 foot tent. The holes would be an inch in diameter and a lot deeper. When the tent is removed the holes would be filled with asphalt and pounded.

Moved to approve the request for a 60 by 120 foot tent for the RAGBRAI® Beer Garden and allow the installation of 32 holes in the sidewalk and 16 in the street.

The motion died for lack of a second.


Moved to approve a 40 by 180 foot tent for the RAGBRAI® Beer Garden with 48 holes for tent stakes in the street only.

Ayes: Paul Bargar, James Weary, Rick Heeren.

Nays: William Carnine, Tom Peterson.


This being the time and place for the wage review for salaries for fiscal year 2006/2007. The Council reviewed the information and requests the City Clerk presented.

Moved to approve a 7% across-the-board pay increase effective July 1st , 2006 for all city employees, and add President’s Day to the City’s paid holidays.

Approved unanimously.


The City Clerk informed the Council that one of the windows in the Legion Meeting Room got broke. When the City Crew went to fix the window, they reported the windows needed to be replaced or worked on. Several of the windows have been covered on the inside but the windows are still on the outside and are in need of repair.

The Council discussed the replacement and what type of windows should be used to replace the existing windows.

After discussion, the project was turned over to the Standing Committee on Buildings and Property for their recommendations.

The City Clerk presented the Facility Contract for the Congregate Meal Program for Fiscal Year 2006-2007.

Moved to approve the Facility Contract for the Congregate Meal Program for Fiscal Year 2006-2007.

Approved unanimously.


The City Clerk presented information on the cost for Landfill Alternatives that had been presented at meeting on June 21st as well as information on other landfill sites that the County has investigated to accept the County’s garbage.

The Council discussed the cost and alternatives.

Moved that the City of Ida Grove break away form the county’s landfill program and look into direct haul options.

Approved unanimously.


The Council requested changing the first meeting in July due to the Fourth of July Holiday.

Moved to change the City Council meeting regularly scheduled for July 3rd to Monday, July 10, 2006, at 6:30 p.m. due to the Fourth of July holiday.

Approved unanimously.


The City Clerk informed the City Council there was $209.72 in the Ida Grove RAGBRAI® savings account from the pass through in July, 2001. She recommended donating it to the current RAGBRAI® Committee.

Moved to donate $209.72 to the current RAGBRAI® Committee.

Approved unanimously.


Moved to adjourn subject to the call of the Mayor.
