Ida Grove, Iowa

The City Council of the City of Ida Grove met in special session at the Council Chambers at 12:00 Noon. Mayor Dennis R. Ernst presiding. Councilmembers present: Paul Bargar, James Weary, Rick Heeren, Tom Peterson. Councilmembers absent: William Carnine.Guests in attendance: Jerry Wilke, Jerry Ralston. The following items were added to the agenda for discussion only: Comment on Previous Motion for Tower Rent and Luscombe Property.

Moved to approve the agenda as amended.

Approved unanimously.


Jerry Wilke, a representative of Long Lines Wireless, appeared before the Council to discuss the lease fee for six antennas on the water tower.

Discussion was held on what cell phones would be able to access the tower. Mr. Wilke stated the tower would be used by companies using Singular. US Cellular, Verizon, or Frontier would not use the tower.

Councilman Weary inquired if the company was willing to pay $100.00 per antenna. Mr. Wilke said they were.

Moved to accept the proposal from Long Lines Wireless of $100.00 per antenna per month for six antennas on the city water tower. The lease is to be renewed every five years with a 10% increase in monthly fees and if additional antennas were requested, they would be negotiated at that time.

Ayes: Paul Bargar, James Weary, Rick Heeren.

Nays: Tom Peterson.


Jerry Ralston, Ida County Supervisor District 3, attended the meeting at the Mayor’s request to discuss costs and concerns when the City leaves the Ida County Landfill.

Mr. Ralston informed the group he was at the meeting to inform them of possible problems the City could encounter. He questioned what the City was going to do with demolition debris and the recycling program. He informed the Council the Board isn’t sure if they will continue with the recycling program if several cities leave the landfill. If the recycling program ceases the City will then be paying a tipping fee on all of the recyclables because they will be co-mingled.

Discussion was held on the cost to direct haul and paying for it by the ton or the mile.

Mr. Ralston informed the Council that building a transfer station would create the least amount of change at the landfill and would allow a place for the demolition material and the recyclable program would remain as is.

Discussion was held on the cost for toxic waste and the comprehensive plan.

Mr. Ralston encouraged the Council to consider all of their alternatives and visit with John George, Cherokee and Crawford County Landfill Operations, and an environmental engineer that could answer questions of the Council.

The City Clerk informed the Council she has invited John and Justin Georg to the next council meeting to discuss direct haul and what will happen to the recycling program.

Moved to adjourn subject to the call of the Mayor.
