Ida Grove, Iowa
July 7, 2008

Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following Council members present:  Fineran, Barger, Carnine, Rupert and Cates. 

Moved by Council Member Rupert to approve the amended agenda that includes the cement plant, USDA, 5th and Moorehead, 2nd Street sidewalk, and a chipper, second by Council member Barger.  On a unanimous vote motion carried. 

Council discussed restricting semi-truck parking in residential areas and alternative parking areas. 

The Farmers Market in the City Park was discussed and a lease agreement will be done.    

Motion by Council Member Carnine to approve the Consent agenda, second by Council member Barger.  On unanimous vote motion carried.

No information has been received from IPERS on the City’s attorneys.

Motion by Carnine to purchase 2008 Ford, F150, 2WD for the water department at $18,500 or less with trade-in of 2000 Ford pickup, second by Council member Fineran.  On unanimous vote motion carried.

Motion by Council member Carnine to approve the Hofmeister application for tax abatement under the urban revitalization plan for Ida Grove, second by Council member Fineran.   On unanimous vote motion carried.

Council discussed the road and ditch work at the Zobel’s Addition not being completed yet and will contact the contractor.  

Council discussed water utility averaging and instructed City Clerk to research how other communities conduct water billing when reading meters every other month. 

The City Clerk explained the new accounting software, Data Technologies, has been installed and staff training has begun.  City Clerk will research prices on an “All In One” printer.

Moved by Council member Barger to approve Resolution 2008-7 closing inactive accounts and making the appropriate transfers, seconded by Council member Cates.  On a unanimous vote motion carried.

Moved by Council member Carnine to approve Resolution 2008-8 for transferring funds from the Emergency Fund to the General Account, second by Council member Barger.  On a unanimous vote motion carried. 

Moved by Council member Carnine to approve Resolution Number 2008 – 9 to make the annual transfer from TIF to Debt Service, second by Council member Barger.  On a unanimous vote motion carried.

Moved by Council member Fineran to approve Resolution 2008-10 to amend the minutes of May 19, 2008, second by Council member Carnine.  On a unanimous vote motion carried. 

Council member Barger reported the fence at the concrete plant is full of weeds and sand is being washed into the street. 

Council discussed nuisance abatements and authorized appropriate abatement procedure.  

Council discussed incomplete sidewalk construction and instructed attorney to write letter.  

Council discussed purchasing a wood chipper and scheduling a demonstration for evaluation.

Moved by Council member Rupert to adjourn seconded by Council member Fineran.  On a unanimous vote motion carried.

Meeting adjourned at 7:25 p.m.
