Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following members present: Rupert, Cates, Carnine, Bargar and Fineran.

Motion by Council Member Fineran to approve the agenda with the addition of repair for 6th Street, second by Council Member Carnine. On a unanimous vote motion carried.


The City Council discussed with Sealed With A Kid Daycare representatives plans for a new facility and becoming members of SIMPCO. SIMPCO would write the grant for the daycare facility and provide other services to the City. Motion by Council Member Carnine to rejoin Simpco, second by Council Member Fineran. On a unanimous vote motion carried.


Motion by Council Member Carnine to approve closing the alley between 6th and 7th Streets for the August 8, 2009 block party, second by Council Member Rupert. On a unanimous vote motion carried.


Representatives from Graduated Living LLC requested Council consideration for 20-year tax abatement for renovating the ECC building. The city does not have statutory authority to grant 20-year tax abatements. The City will research designating this as an urban renewal project. A 90/15 TIF rebate will be available to them identical to what has been offered to the KC Company assisted living project.


Motion by Council Member Carnine to approve a 20-hour per week schedule for the Administrative Assistant position and include any vacation/sick hours that she has accumulated to date, second by Council Member Rupert. Roll call vote. Yeas: Fineran, Cates, Carnine and Rupert. Nays: Bargar. Motion carried.


Motion by Council Member Carnine to approve the consent agenda, second by Council Member Bargar. On a unanimous vote motion carried.


The City Council reviewed a draft of a mowing ordinance and recommended adding April to the months properties are to be mowed. Discussion on agricultural crops in the city will be discussed at the next meeting.


Motion by Council Member Carnine to hire Schau Towing & Salvage at $85 per hour to remove the burn pile, second by Council Member Fineran. On a unanimous vote motion carried. City employees will remove the compost pile.


Motion by Council Member Rupert to adjourn, second by Council Member Fineran. On a unanimous vote motion carried.
