Ida Grove, Iowa

Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following Council members present:  Cates, Carnine, Bargar and Fineran, and Rupert absent.

Moved by Council Member Fineran to approve the amended agenda for July 21, 2008 with the following additions on Hasbrouck ditch and Sargent Tree Branch, second by Council Member Carnine.  On unanimous vote motion carried. 


Roger Frank discussed placing a temporary jet fuel tank at the airport for aerial spraying.  The City would need a small fee for having the tank at the airport.  If the jet fuel is needed, it can be placed on the next meeting agenda and do a general consent over the phone if necessary.


Zobel’s Addition road and ditch work will begin July 23rd


Motion by Council Member Carnine to process claims twice a month, second by Council Member Fineran.  On unanimous vote motion carried.


Motion by Council Member Fineran to approve the Nielsen and Bubke tax abatement applications under the urban revitalization plan for Ida Grove, second by Council Member Barger.  On unanimous vote motion carried.


Motion by Council Member Fineran to approve Resolution Number 2008-11 for the execution of mortgage release for Mary Bond, second by Council Member Barger.  On unanimous vote motion carried. 


Residential homeowners are not trimming trees or bushes over sidewalks.  City Clerk Ball was directed to place an ad in the newspaper to inform residents they need to do this or the city will do the work and charge them.  Attorney Goldsmith added a letter would still need to be sent to the resident to give them a chance to complete the job prior to the city trimming the trees.   


The school has requested the city paint lines in their parking lot.  Painting lines requires extensive time and it was decided to decline and asked City Clerk Ball to write the school a letter.


Wastewater Superintendent Nielsen indicated there would be a change in the status of the Maple River from Secondary Contact Recreational Use to Primary Contact Recreational Use and we will have to begin disinfection. 


The Council reviewed Dan Sargent’s request for payment of $100 regarding removing a large city tree limb that fell on his fence in the recent windstorm.  The city crew would have done the removal due to the size of the limb so payment is denied.  City Clerk Ball was instructed to write a letter to Sargent. 


The Council reviewed a request by Morris Hasbrouck for the city to provide dirt to change the slope in the ditch for easier mowing. The Council decided they could not provide dirt and instructed City Clerk Ball to send a letter of explanation.


Moved by Council member Carnine to adjourn, second by Council Member Cates.  On a unanimous vote motion carried.
