Ida Grove, Iowa

Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following Council members present:  Barger, Fineran, Carnine, Rupert and Cates. 

Moved by Council Member Rupert to approve the amended agenda adding Sargent’s $100 request on tree limb and fence, mosquito spraying, West Access, and airport fuel, second by Council Member Fineran.  On a unanimous vote motion carried.


Moved by Council Member Carnine to approve the Consent agenda, second by Barger.  On a unanimous vote motion carried. 


Counsel reviewed the Street Repair list noting repairs and estimated cost of $100,000.  City Clerk Ball was directed to get bids on the repairs. 

The Moorehead Avenue Bridge Repair was discussed and City Clerk Ball was asked to contact Snyder and Associates to review the bridge for repair recommendations and costs. 


The Council discussed the dog policy noting the Sheriff’s department had indicated the vet clinic in Holstein would no longer take stray dogs, but that would not affect us as the City Crew takes stray dogs to the Mapleton vet clinic. 


Council Member Carnine moved to approve the City of Ida Grove participation in paying the $1,800-$1,900 Hazardous Material Disposal fee with Ida County and its cities, second by Council Member Fineran.  On a unanimous vote motion carried. 


The City Council reviewed a petition to restrict parking of semi-tractors and trailers from residential areas.  City Clerk Ball was instructed to inquire about whether the city could sell electricity to the semi owners, and to notify semi-drivers by letter that this is being discussed to allow them the opportunity to address their parking concerns.  Council Member Fineran moved to table the petition on semi-tractor parking in residential areas to seek additional input from semi-drivers and check on whether city can sell electricity, second by Council Member Rupert.  On a unanimous vote motion carried.


Motion by Council Member Rupert to have community service workers through the Juvenile Court System on a trial basis through the summer, second by Council Member Cates.  On a unanimous vote motion carried.


Motion by Council Member Bargar to approve having additional help during Data Tech training for staff, second by Council member Cates.  On unanimous vote motion carried.


Park Superintendent Wessel reported on the maintenance of the hiking trail, and the Council instructed City Clerk Ball to research caution signs for the trail along the Maple River.  The Council advised having crack seal done on the trail.  The council instructed placing rift raft by the tube near 7th Street that drains into Badger Creek.  


Council discussed mosquito spraying and instructed City Clerk Ball to research costs of a mosquito fogger and the costs of contracting spraying. 


The Council addressed Sargent’s request for $100 payment on tree limb and fence repair. The City has never paid for damages from city tree limbs.  The Ida County abstractor will be contacted for information on Sargent’s property boundaries and flood control. 


Motion by Council Member Bargar to adjourn, second by Council Member Cates.  On a unanimous vote motion carried.
