The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:30 p.m. Mayor Pro Tem James H. Weary presiding. Councilmembers present: William Carnine, Paul Bargar, James Weary, and Tom Peterson.Councilmembers absent Rick Heeren.Guests in attendance: Brian Bickford, Peggy Peters, Mike Collins, John Jacobson, Don Wunschel, Josephine Hampton, Dennis Collins, Mark Nielsen.The following items were added to the agenda for discussion only: Brian Bickford, Manager of Farmer’s Cooperative Elevator, Paul Bargar Comment, Summer Mowing Help, and Extending a Liquor License.

Moved to approve the agenda as amended.

Approved unanimously.


The City Clerk presented proposals for window replacement in the City and Community Hall.

Proposals were received from the following:

Jeff Holmes Construction
5000 270th Street
Battle Creek, Iowa 51006

$5,725.00 Replace Four Windows
$1,885.00 Cover Eight Windows
$7,610.00 Total

Moved to accept the proposal of $7,610.00 from Jeff Holmes Construction of Battle Creek, Iowa.

Approved unanimously.


The City Clerk presented proposals for a Grass Rig Fire Truck for the Ida Grove Fire Department.

Proposals were received from the following:

Moved to accept the proposal of $25,339.13 for a Grass Rig Fire Truck from Don’s Chevrolet Inc. of Ida Grove, Iowa.

Approved unanimously.


The Council discussed setting a completion date for the work.

Moved to set the completion date for replacing the windows in the City and Community Hall for November 1, 2006.

Approved unanimously.


Josie Hampton, Ambulance Director, presented an update on ambulance service to Ida Grove and Ida County.

Ms. Hampton informed the Council the services feel they need to look into a depreciation fund, partnering with the City’s, County, and Townships to help pay the operating costs of the service. They also will be looking into grants and other funding sources.

The Council directed the City Clerk to look into grants and other funding sources to help the ambulance service.


Brian Bickford, new manager at the Farmers Cooperative Elevator, attended the meeting and introduced himself to the Council. He intends to meet with residents living in the area of the grain elevator and asked the council to contact him if they have any concerns.

The Council reviewed the consent agenda. The City Clerk informed the Council the City is not using SIMPCO’s services at this time and the annual dues are $2,365.00.

Moved to remove the Simpco claim for $2,365.00 for dues from the claims list.

Approved unanimously.


Moved to approve the consent agenda with the exception of Simpco’s claim for annual dues.

Approved unanimously.


The City Clerk presented the bridge inspection reports for the Council’s review and acceptance.

Moved to accept and file the bridge inspection reports for 2006.

Approved unanimously.


The City Clerk presented a request from Richard Sciranko, Sr., Pastor of the Heartland Baptist Church to rename Pin Oak Drive to Heartland Drive and to install speed bumps to slow traffic in the area.

Moved to deny the request to change Pin Oak Drive to Heartland Drive and the installation of speed bumps.

Approved unanimously.


The City Clerk presented Kevin Poggensee’s resignation from the Library Board.

Moved to accept Kevin Poggensee’s resignation from the Library Board and a letter of thanks be sent.

Approved unanimously.


Moved to adjourn subject to the call of the Mayor.

Approved unanimously.
