Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following Council members present: Fineran, Barger, Carnine, Rupert and Cates.
Motion by Council Member Rupert to approve the agenda, second by Council Member Fineran. On a unanimous vote motion carried.
Council reviewed a request to resurface alley between Virginia and Ohio Streets, and indicated they would add the job on the street projects list, but it would depend on funding availability for how soon it would be done.
Council discussed sponsoring a grant for Sealed With A Kid Daycare, a nonprofit organization serving low to moderate income families. Motion by Council Member Carnine to have the City be the grant sponsor for Sealed With A Kid Daycare, second by Council Member Fineran. On a unanimous vote motion carried.
Motion by Council Member Rupert to accept Lansink Tree Service bid of $6,400 for removing 14 trees and trimming 5, second by Council Member Cates. Motion carried unanimously.
Motion by Council Member Carnine to accept the consent agenda, second by Council Member Bargar. On a unanimous vote motion carried.
Council discussed future utility billing options. Motion by Council Member Fineran to alternate billing utilities and garbage with the minimum water usage added to garbage and deducted from water if the new accounting system can bill in this manner, second by Council Member Bargar. Motion carried with Fineran, Bargar, Cates and Rupert voting yea, and Carnine voting nay.
Council discussed water rates. City Clerk Ball was instructed to find how many customers use 5,000 gallons, the total gallon usage, and to check with water utility associations for recommendations on future water rates.
Council reviewed the Corps of Engineers Ida Grove Flood Damage Reduction Project recommendations on removing trees that are encroaching on the vegetation free zone, digging out siltation for drainage, and placing concrete around a culvert to prevent erosion. City Clerk Ball was asked to find out who planted the majority of trees marked for removal.
Motion by Council Member Carnine to approve Resolution #2008-13 for approving the 2008 City Street Financial Report, second by Council Member Fineran. On a unanimous vote motion carried.
Motion by Council Member Rupert to adjourn, second by Council Member Fineran. On a unanimous vote motion carried.
