The City Council of the City of Ida Grove met in special session at the Council Chambers at 6:00 p.m.Mayor Dennis R. Ernst presiding.Councilmembers present: William Carnine, Paul Bargar, James Weary, Tom Peterson.Councilmembers absent: Rick Heeren.Guests in attendance: Mary Gross, Bob Paulsrud, Allen Hilker, Lawrence Reitz, Cindy Turkle, Gaylen Freeze, Nancy Imhoff, Hilda Lloyd, Mark Baker, Diane Lansink, Dale Wight, Gordon Cose, Chuck Ettleman, Don Pitts, John Georg, Justin Georg, Joe Cronin, Lloyd Holmes. The following item was added to the agenda for discussion only: Engineering Proposal for Park Lane Extension.

The Mayor turned the meeting over to Mary Gross, Chairman of the Public Safety Commission. The meeting was called to order to discuss Landfill Alternatives for all of the cities and county due to the closing of the Ida County Landfill in 2007.
Mayor Ernst asked Cindy Turkle what she feels is best for Ida County.
Cindy Turkle stated in her professional opinion it would be best for the Citys and the County to continue to work together and build a transfer station. The County and Citys currently have a successful recycling program.
Councilman Carnine asked if Ida Grove wanted to haul their garbage to another landfill and do the recycleables have to go there too.
Cindy Turkle stated that recycling isnt free. Currently Ida County owns the recycling building and the program. It would be up to the county what they want to charge other entities to bring their recyclables to the recycling center.
Cindy Turkle informed the group it currently costs $81.00 to operate the recycling center. Curbside pickup is on top of that figure.
The tipping fees at both Cherokee and Crawford County are $26.00 without recycling. The transportation fee would be $10.50 a ton for a total of $36.50. The current fee at the landfill is $40.00.
The per capita fee is on top of the tipping fee. The per capita fee currently is $15.00. The per capita fee has been used for post closure costs and we could continue to pay this for 30 years. Currently the DNR is rewriting the rules. They are going to double the number of monitoring wells, sampling, testing and monitoring. This could increase the number of years for post closure.
Discussion was held on how demolition material would be handled if the City were to make a change.
Cindy Turkle stated the hauler would have to take the demolition material to wherever the city takes their garbage.
The City would have to participate in the Comprehensive Plan with whatever landfill they decide to go to.
The group discussed hazardous waste program and how the landfills handled the program.
If they City were to have their garbage hauled to another landfill the contract would be for five years.
The Board of Supervisors needs to know by October 1st what each community wants to do with their garbage and recyclables.
The Council reviewed the cost for the engineering for the Park Lane Extension. It was agreed by general consent to proceed.
