Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following Council members present: Fineran, Bargar, Rupert, Carnine, and Cates.
Motion by Council Member Carnine to approve the agenda with the addition of mowing leaves into the street, hazardous material disposal, and Marge Hussey, Ida County Historical Society regarding pictures of George Washington and Abraham Lincoln, second by Council Member Fineran. On a unanimous vote motion carried.
The City Council will place a request by the Ida County Historical Society for pictures of George Washington and Abraham Lincoln on the October 20 meeting agenda.
The Council discussed water rates and will have a rate recommendation from the Iowa Association of Municipal Utilities for consideration at the next City Council meeting.
Motion by Council Member Fineran for the City Crew to repair and grade the alley at the end of Barnes Street between 7th and Circle Drive with clay and rock, second by Council Member Cates. On a unanimous vote motion carried.
Council discussed the force sewer main exposure at Moorehead Bridge. The City received verbal authorization from Jim Kelly, the Corps of Engineers, under a Nationwide Permit 3 to do a temporary repair with rift raft to protect the sewer main this winter and spring. Nelson Rock will provide a cost for the repair for the next meeting.
Motion by Council Member Cates to approve ordering two 25 mph signs, a city limit sign, and a sharp curve 10 mph sign for the Park Lane extension, second by Council Member Bargar. On a unanimous vote motion carried. City Clerk Ball was instructed to prepare the speed regulation ordinance.
Motion by Council Member Bargar to approve Ordinance Number 520 amending Title VI, Chapter 1, Article 3, Meters Read; water meters shall be read on or about the fifteenth day of each month, second by Council Member Rupert. On a unanimous vote motion carried. Motion by Council Member Bargar to waive the second and third readings of Ordinance Number 520 amending Title VI, Chapter 1, Article 3, Meters Read, second by Council Member Carnine. On a unanimous vote motion carried.
The Council discussed residents depositing leaves and burning on city streets which is not allowed and instructed City Clerk Ball to place an ad in the newspapers to notify the community.
Motion by Council Member Bargar to adjourn, second by Council Member Cates. On a unanimous vote motion carried.
