Ida Grove, Iowa

Mayor Pro Tem Cates presided over the session and called the meeting to order at 6:00 p.m. with the following Council members present:  Barger, Carnine, Fineran, and Rupert.  Member absent:  Mayor Ernst. 

Motion by Council Member Rupert to amend the agenda to include discussion on paving the alley between Virginia and Highway 175, replacing Well #7 pump, and stating Ordinance 521 designates a special 25 mph zone, second by Council Member Barger.  On a unanimous vote motion carried. 

Motion by Council Member Barger to approve the consent agenda, second by Council Member Fineran.  On a unanimous vote motion carried.


Council declined to give George Washington and Abraham Lincoln pictures to the Ida County Historical Society. 


City Clerk Ball discussed the water rate review and will have more information on the number of residential and business customers before any rate recommendation can be made.      


Motion by Council Member Carnine to approve Nelson and Rock Contracting to repair the exposed force sewer main in Odebolt Creek at Moorehead Bridge with a sheet pile wall for $17,750, second by Council Member Fineran.  On a unanimous vote motion carried.


City Council reviewed the bridge inspection report by Calhoun-Burns and Associates noting years of use left for Moorehead Bridge is 10-years and 5th and 7th Street Bridges have 3-years of use left.  A request to the Department of Transportation for funding on the Moorehead Bridge has been submitted and 5th Street is already on the funding list. 


City Clerk Ball reported there is now opportunity for cities to collect on bad debt through the state if social security numbers are available.  Council asked City Clerk Ball to report the amount of bad debt for the next meeting.


Motion by Council Member Carnine to approve the City of Ida Grove Identity Theft Prevention Program, second by Council Member Fineran.  On a unanimous vote motion carried.


City Council considered a contract for computer maintenance and network services from Harland Technologies that would help maintain uninterrupted operation, and tabled it for next meeting.  


Motion by Council Member Fineran to accept Sandra Boerner’s resignation from the Library Board, second by Council Member Carnine.  On a unanimous vote motion carried.


Motion by Council Member Carnine to approve Ordinance 521 amending Title II, Chapter 2, Article 4, Section 2.1-2.0409 on 25 mph special speed zones by adding Park Lane, second by Rupert.  On a unanimous vote motion carried.  Motion by Council Member Rupert to waive the second and third readings of Ordinance Number 521 amending Title II, Chapter 2, Article 4, Section 2.1-2.0409 on special 25 mph speed zones by adding Park Lane, second by Council Member Carnine.  On a unanimous vote motion carried.


City Council reviewed the pump failure at Well #7 over the weekend noting the estimated repair cost could be $10,000.   Attorney Boerner reviewed Subtitle 9, Chapter 21, 21.4 Public Notice of the Code of Iowa on procedures for discussing the repair noting when the pump failure occurred the agenda had already been posted.  City Council members Fineran, Bargar, Carnine, Rupert and Cates all agreed repairing the pump was necessary and not to wait.    


City Council reviewed paving the alley between Virginia and Hwy 175 while MidAmerican repaves their parking lot, and all agreed not to pave the alley at this time.


Motion by Council Member Rupert to adjourn, second by Council Member Bargar.  On a unanimous vote motion carried.

Meeting adjourned at 7:00 p.m.
