Mayor Ernst presided over the session and called the meeting to order at 5:15 p.m. with the following Council members present: Bargar, Fineran, Rupert, Carnine, and Cates.
Motion by Council Member Fineran to approve the agenda with the addition of the Fire Department Emergency Vehicle bids, second by Council member Carnine. On a unanimous vote motion carried.
Motion by Bargar to approve the City to be the sponsor for the American Legion grant for 300’ of concrete sidewalk, second by Council Member Rupert. On a unanimous vote motion carried.
The City Council discussed restricting semi-tractor parking in residential areas noting they did not want to ban semi-tractors from parking in residential areas. Mayor Ernst asked Velma Smith to contact him or the Mayor Pro Tem if the semi next to her residence is left running for long hours.
Motion by Council Member Bargar to approve the consent agenda, second by Council Member Cates. On a unanimous vote motion carried.
City Council members reviewed examples of possible water rates and asked City Clerk Ball to continue gathering information on water rates and also to review sewer rates. Water and sewer rates have not been changed in 10 years.
Motion by Council Member Fineran to approve Miller Blacksmith and Welding to repair the outdoor pool filters for $4500, second by Council Member Carnine. On a unanimous vote motion carried.
Motion by Council Member Fineran to begin obtaining social security numbers on new utility customers, second by Council Member Bargar. On a unanimous vote motion carried.
Motion by Council Member Carnine to approve the new quote from Nelson and Rock Contracting to repair the exposed sewer main for $22,500, second by Council Member Bargar. On a unanimous vote motion carried.
Motion by Council Member Rupert to have Layne-Western repair the pump at Well #7 for $14,004, second by Council Member Cates. On a unanimous vote motion carried.
City Clerk Ball was instructed to send notice to Richard Schoo and property owner regarding the structure built without a building permit.
Motion by Council Member Bargar to approve purchasing new sinks, cabinets and fixtures for bathrooms off the council chambers, second by Council Member Fineran. On a unanimous vote motion carried.
City Council agreed to have the Fire Department proceed with opening the bids and include Mayor Ernst and City Clerk Ball.
Motion by Council Member Fineran to adjourn, second by Council Member Rupert. On a unanimous vote motion carried.
