Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following Council members present: Fineran, Rupert, Barger, Carnine, and Cates.
Motion by Council Member Rupert to approve the agenda, second by Council Member Fineran. On a unanimous vote motion carried.
Motion by Council Member Fineran to approve $1345 for the amplifier and speakers for downtown Christmas music with later fundraising to repay the City, Council Member Carnine second. Motion carried with yeas: Fineran, Rupert, Cates, Carnine with Bargar abstaining.
City Council discussed a proposal from the PCB Solid Waste Agency for disposal of household hazardous waste, and will continue reviewing the proposal.
Patti Haack, Library Board President, and Rikki Ullrich, Librarian, discussed with the City Council how library claims and payroll would be processed through the City’s new accounting system. Ullrich will review regular claims each month and forward these to the City Council and provide a monthly claims report for the Library Board. This will assure claims will be paid on a timely basis. When there is a claim that is out of the ordinary Ullrich will present that to her Library Board for approval prior to requesting City Council approval. Library personnel will also follow City personnel policies.
Motion by Council Member Carnine to approve the consent agenda, second by Council Member Rupert. On a unanimous vote motion carried.
Motion by Council Member Cates to approve $7.00 for the minimum charge covering the first 2000 gallons and $1.85 for each thousand gallons consumed over the minimum, second by Council Member Fineran. Motion carried with yeas: Cates, Fineran, Bargar, and Carnine. Nay: Rupert. The council discussed sewer rates deciding to table it until more information is available on future costs of wastewater treatment.
The City Council denied a request for a streetlight in an alley because it is not city policy.
The City Council reviewed photos and discussed the Hillcrest Lift Station emergency repair from a leak in the air tank that prevented wastewater from moving through the system. City Clerk was asked to start the process of getting information for replacement of the system.
The City Council discussed street repairs needed for 6th Street. Densmore Concrete will be doing cost estimates.
Motion by Council Member Cates to accept the bid from Maintainer Custom Bodies for $155,977 to purchase a rescue vehicle for the Fire Department, second by Council Member Rupert. On a unanimous vote motion carried.
Motion by Council Member Carnine to amend Ordinance 522, Title III, Chapter 4, Article 2, Section 3-4.0208.8 Hours and Dates of Burning, second by Council Member Fineran. On a unanimous vote motion carried.
City Council agreed to have Attorney Goldsmith and the City Clerk prepare updates for the Library ordinance on claim processing.
Motion by Council Member Fineran to adjourn, second by Council Member Bargar. On a unanimous vote motion carried.
