Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following members present: Cates, Rupert, Fineran, Barger and Carnine. Also present were City Clerk Ball, Attorney Goldsmith and visitor Mike Thornhill.
Motion by Council Member Carnine to approve the agenda with the addition of marriage between one man and one woman, second by Council Member Rupert. On a unanimous vote motion carried.
The City Council discussed the past crop dusting season, and a letter will be sent to Sexton Oil to inquire about having a portable jet fuel tank during the next crop dusting season.
Motion by Council Member Carnine to approve the consent agenda, second by Council Member Bargar. On a unanimous vote motion carried.
City Council discussed the Baxter Hotel noting an engineer’s estimate for demolition to be $500,000 or higher based on asbestos amounts. Boarding up or locking the entrances was discussed and recommended.
City Clerk Ball was instructed to get more information on laser printers, and then call council members with the information.
City Council reviewed Malcom’s request to use the city parking lot for holding old appliances for pick up so the alley will be easier to snow plow. The City Clerk was instructed to write a letter to Malcom’s giving permission to use the parking lot until May 1st with the stipulation that doors on freezers/refrigerators be removed.
Council Member Cates moved to table a request for changing library board residency requirements until the November election, second by Council Member Bargar. Motion carried by unanimous vote.
Motion by Council Member Carnine to approve the FY2008 City Audit responses to questions by the auditors, second by Council Member Fineran. On a unanimous vote motion carried.
The City Clerk was instructed to send notices to residents who have constructed buildings without building permits.
Motion by Council Member Cates to approve the 1st Reading of Ordinance 523 Title VI, Chapter 1, Article 3 Section 2(1) (6-1.0302(1) amending water rates to $7.00 for 2,000 gallons and for each additional 1000 gallons charge $1.85, second by Council Member Barger. On a unanimous vote motion carried.
Motion by Council Member Carnine to waive the second and third reading of Ordinance 523 amending water rates to $7.00 for 2,000 gallons and for each additional 1000 gallons charge $1.85, second by Council Member Bargar. On a unanimous vote motion carried.
Motion by Council Member Carnine to approve the 1st Reading of Ordinance 524, Title VIII, Chapter 2 Section 8-2.09 amending sidewalk regulations for removing snow to 24 hours after snowfall, second by Council Member Fineran. On a unanimous vote motion carried.
Motion by Council Member Rupert to waive the second and third readings of Ordinance 524 amending sidewalk regulations for removing snow to 24 hours after snowfall, second by Council Member Carnine. On a unanimous vote motion carried.
Motion by Council Member Rupert to adjourn, second by Council Member Carnine. On a unanimous vote motion carried.
