Ida Grove, Iowa

The City Council of the City of Ida Grove met in regular session at the Council Chambers at 6:00 p.m.
Mayor Dennis R. Ernst presiding.
Councilmembers present: William Carnine, James Weary, Craig Rupert, Paul Cates.
Council members absent: Paul Bargar.
Guests in attendance: Bob Fineran, Ron Ladwig, Gailen Wessel, Beth Wolterman
Moved by Councilman Weary, seconded by Councilman Carnine to approve the agenda as presented.
Approved unanimously.
Ron Ladwig appeared to discuss the storm sewer at lot 13, Zobel’s Addition. There is a 10-foot utility easement and the storm sewer runs along the inside edge of the easement. They would like the storm sewer moved so they can build up to the easement. They would like any help with the cost of moving the storm sewer that the City of Ida Grove would offer. The City Council will look into prices and respond at a later date.

Moved by Councilman Rupert, seconded by Councilman Carnine to approve the consent agenda as presented.
Approved unanimously.
Mayor Ernst presented a letter from Matt Forristal regarding the compost site land. Forristals are asking that the compost site be considered temporary and that they have the right to terminate the use of the land for a compost site upon no more than a 90-day notice. Attorney Boerner will research ownership of the land, dedication, etc.
The City Clerk presented the item of opening the bids for the renovation of the men’s restroom in Community Hall. Two bids were submitted: Hinrickson Construction $9,500.00
Sholty Plumbing & Heating $6,616.34
Moved by Councilman Carnine and seconded by Councilman Cates to accept Sholty’s bid.
Approved unanimously.
Mayor Ernst presented the current hourly rate charges and merchandise charges. City Council tabled the item until January 1, 2008.
By general consent at the November 19, 2007 meeting, the City Council approved the purchase of two chlorinators.
Mayor Ernst presented the request from Schau Towing to place tubs for recycling collection of iron, appliances, and batteries at the maintenance shop and/or compost site for the citizens of Ida Grove. City Council wants to look into the legal aspect of this type of collection before responding to Schau towing.
Mayor Ernst presented the need to review the landfill fees.
Moved by Councilman Cates and seconded by Councilman Rupert to continue collecting the landfill fees through June 30, 2009 with the stipulation that if they are not needed, as anticipated, the funds can be moved to the general fund and used for expenses that would otherwise be levied for.
Approved unanimously.
Mayor Ernst informed the City Council the boiler at City Hall was not regulating heat properly. It was found the pump motor had gone out.
Moved by Councilman Carnine, seconded by Councilman Weary to approve the pump replacement on the boiler at City Hall.
Approved unanimously.
The City Clerk presented information received from SIMPCO for SRTPA Transportation Enhancement Projects. The projects are for the years 2009 through 2012.
Moved by Councilman Rupert, seconded by Councilman Carnine to submit a proposal for the Transportation Enhancement Project for possibly obtaining funds for the West Access Project.
Approved unanimously.
Moved by Councilman Carnine, seconded by Councilman Weary to adjourn subject to the call of the Mayor.
