Ida Grove, Iowa

Mayor Ernst presided over the session and called the meeting to order at 6:00 p.m. with the following members present:  Rupert, Cates, Carnine, Bargar and Fineran.   

Motion by Council Member Carnine to approve the agenda with the following additions on the alley behind the Chinese Restaurant and Malcom’s Paint and Hardware, truck route signs, the Moorehead bridge deck, 6th Street repair, the Hiking Trail, second by Council Member Rupert.   On a unanimous vote motion carried.


Mayor Ernst called the public hearing to order on the water rate increase.  No one from the public came to the meeting, and no written communications were received.  The rate increase is $7.00 per 2000 gallons for the minimum, and each 1000 gallons over the minimum is $1.85.  Mayor Ernst closed the public meeting.          


Motion by Council Member Bargar to approve the consent agenda, second by Council Member Cates.  On a unanimous vote motion carried.


Motion by Council Member Rupert to have the City Attorney proceed with notifying owners of the Baxter Hotel of its unsafe condition that is a violation of the City of Ida Grove Dangerous Building Ordinance and the hotel needs repair or demolition, second by Council Member Cates.  On a unanimous vote motion carried.


Motion by Council Member Rupert to withhold $440 from the payment of $6400 to Lansink Tree Service for substituting a tree that did not need to be removed for one that required removal, second by Council Member Bargar.   On a unanimous vote motion did not pass.  Motion by Council Member Rupert to pay the amount owed to Lansink minus $440 until the tree slated for removal is removed.   Motion died for lack of a second.  City Council under general consent agreed to pay the $6400 contract price and the $440 for the added storm damaged tree if Lansink returns to remove the tree that was on the original list for removal.  The Council also agreed to pay an additional ½ price, $220, on the tree that was not supposed to be removed. 


Motion by Council Member Carnine to approve the $2,000 match needed for SIMPCO to write the Local Hazard Mitigation Plan and fulfill a FEMA requirement, second by Council Member Cates.  Motion passed with Council Members voting yea:  Rupert, Cates, Carnine, and Fineran.  Abstaining:  Bargar.


Motion by Council Member Rupert to approve the 2nd reading of Ordinance 522, amending Title III, Chapter 4, Article 2, Section 3-4.0208.08 Hours and Dates of Burning, second by Council Member Carnine.  On a unanimous vote motion carried.


Motion by Council Member Carnine to waive the 3rd reading of Ordinance 522 amending Title III, Chapter 4, Article 2, Section 3-4.0208.08 Hours and Dates of Burning, second by Council Member Rupert.  On a unanimous vote motion carried.


City Council Members reviewed the need for signs for truck routes in Ida Grove, and will provide a sign list to Street Superintendent Sholty for ordering. 


City Council reviewed Densmore Concrete repair proposal for 6th Street to remove and replace with 8” C4C #4 (1/2”) bar 30” on center at $6.10 sq. ft. for approximately 3250 square feet with an approximate cost of $19,825.


Motion by Council Member Rupert to adjourn, second by Council Member Fineran.  On a unanimous vote motion carried.
